What would actually make the £14m Accelerator work?

I recently wrote to Jess Asato MP about the government's new £14m VAWG Prevention Accelerator, after she invited me to share my thoughts. Here's what I think would actually make it work, and why it keeps coming back to seeing the whole system, not just the pieces of it
